Restriction Codes 1, 2, 3, 4, 5 — Detailed

Yung restriction codes sa LTO ay nag-uutos kung anong types of vehicles ka pwedeng i-drive. Ginagawa ito based sa weight, passenger capacity, at vehicle classification:

Code 1 — Motorcycles & Tricycles

Para sa lahat ng two-wheeled at three-wheeled vehicles. Hindi importante kung manual o automatic transmission. Common para sa Pinoy commuters at delivery riders. Need ka mag-apply ng Code 1 separately mula sa Code 2 — hindi automatic na kasama. Yung practical driving test sa Code 1 ay sa LTO motorcycle range.

Code 2 — Light Vehicles (GVW hanggang 4,500 kg)

Pinakacommon code, para sa motor cars, jeeps, vans, light SUVs. Kasama dito ang Toyota Vios, Honda Civic, Mitsubishi Mirage, Toyota Avanza, Honda HR-V, etc. Yung mga private vehicles na pinapatakbo sa karaniwang Pinoy ay nasa Code 2.

Code 3 — Light Trucks (GVW 4,500-12,000 kg)

Para sa mga delivery trucks, large vans, light commercial vehicles tulad ng Mitsubishi L300, Hyundai H100, light cargo trucks. Kailangan ng additional driving test sa LTO truck range. Mag-aapply for Code 3 lamang kapag nakakaroon ng Code 2 license at may experience.

Code 4 — Public Utility Vehicles (PUV) up to 5,000 kg

Para sa for-hire vehicles na nag-bibyahe ng pasahero — taxis, UV Express, FX vans, jeepneys. Required ito para mag-Grab driver, Angkas rider (Code 1 may exception), o sa traditional na public transport. Need professional license.

Code 5 — Heavy Public Vehicles (above 5,000 kg)

Para sa buses, large trucks, heavy commercial vehicles. Strictest requirements: must be 21+ years old, may experience as Code 4 driver, additional medical exams. Kailangan din ng Special Permit kapag mag-drive sa restricted zones tulad ng EDSA Bus Lane.

Online Application via LTMS Portal

Ang LTMS (Land Transportation Management System) Portal sa lto.gov.ph ay yung official online platform ng LTO. Eto yung pwede mong gawin online:

  • Book appointment sa preferred LTO branch — major branches sa Metro Manila (East Avenue, San Jose Del Monte, Quezon City) ay madalas booked weeks ahead.
  • Pay fees online via online banking (BPI, BDO, Metrobank), e-wallets (GCash, Maya), o credit/debit cards.
  • Fill out application forms — Personal Driver's License (PDL) application, restriction code addition, etc.
  • Upload medical certificate from LTO-accredited medical clinic. May list ng accredited clinics sa LTMS Portal.
  • Take Theoretical Driving Course (TDC) online — 8-hour course for new applicants, 4-hour refresher for renewers.
  • Track application status kahit nasa branch ka pa lang nag-process ng papers.

Pero ang biometric capture (photo, fingerprint, signature) at practical driving test ay personal pa rin sa LTO branch. Walang full online application option pa noong 2026.

Renewal vs New Application — Differences

Iba ang requirements at process sa new application kumpara sa renewal:

New Application

  • Get Student Permit first (PHP 250, valid 1 year).
  • Practice driving for at least 1 month with someone na may license.
  • Take Theoretical Driving Course (TDC) — 8 hours sa LTO-accredited driving school.
  • Take Practical Driving Course (PDC) — 8 hours, kasama actual driving practice sa range at road.
  • Apply at LTO branch with TDC at PDC certificates, medical certificate, valid IDs, at backup 2×2 photos.
  • Take written exam at practical driving test sa LTO branch.
  • Pay PHP 820 license fee + PHP 1,500-2,000 driving school fees + PHP 250-400 medical exam = total PHP 2,500-3,000.

Renewal

  • Take TDC refresher (4 hours) sa LTO-accredited school o online via LTMS Portal.
  • Get medical certificate from accredited clinic (PHP 250-400).
  • Book appointment online via LTMS Portal.
  • Pay renewal fee PHP 720 via online o counter.
  • Go to LTO branch with documents, take new biometric photo at fingerprint.
  • Receive new license in 5-15 working days.
  • Total cost ay around PHP 1,000-1,500 kasama refresher course at medical exam.

Mag-renew nang 60 days bago mag-expire para iwasan ang penalties. Yung expired license na lampas 1 year na ay kailangan na mag-pa-process as new application — mas mahal at matagal.
